BREAKING: 311 CALL COMPLAINING ABOUT CONSTRUCTION SITE WAS MADE BEFORE COLLAPSE

UPDATE:  WHYY’S Holly Otterbein confirms from the 311 contact center that one complaint, just one (probably this complaint, below), came in about the demolition site.  L&I inspected the site after the complaint several days later, found nothing unusual, and that was it.

On Reddit a user named Stephen has posted this very interesting exchange between him and the City’s 311 contact center when he tried to enter a complaint about the demolition site to L&I.

Unfortunately in the exchange, Stephen misidentifies 2136 Market Street as 2130 Market Street.  [Click here to learn how to get L&I complaints correct and for links on how to get hard-to-find Philly addresses correct.]

One can only assume that the 311 Center couldn’t properly route the complaint to L&I, or if it did, L&I probably closed the complaint as unfounded since the location wasn’t 100% perfect.  L&I says they inspected the site while the City’s 311 Center says only one complaint came to the Center about the dangerous condition at the site, which is probably Stephen’s complaint here, below.

In the end of the exchange, Stephen informs 311 of another questionable demolition going on at 21st & Race.

As of right now, the Inquirer is reporting the death count at five six.

Hard to believe this is the best they can do after this morning.

Dear Stephen:

Thank you for contacting the City of Philadelphia’s 311 Contact Center.

We will need the exact address where the work is being done. Is the entire building being demolished?

Again, thank you for contacting us regarding this issue. Please let us know if you have any further questions.

Sincerely,

Katie Philly 311 Contact Center

An opportunity was missed to prevent the sad events at 22nd and Market.

You have another opportunity.

A building is being demolished just a few blocks away at 21st and Race. Again, sidewalks and streets nearby are not closed, half standing walls are left unattended. Perhaps L&I should take a look at this. Soon.

Thanks.

Stephen

There are several buildings currently being demolished on the south side of the 2100 block of Market Street.

What is the legal address of the building/property?: 2134 Market

Street What work is being done?: Demolision What time of day and/or

day of the week is work being done?: I last observed work being done on May 6 at 9am.

Is a valid permit visible?: No

Who is doing the work?: There are no signs or indications on vehicles or individuals to tell me who is doing the work.

I do hope that you manage to convey this information to L&I prior to a building collapse that leads to an injury of someone working on this building or to someone waiting for a bus or exiting the subway at that corner.

Thanks.

Stephen

:= true description := The property 2130 Market Street is currently being demolished in a manner that appears to be clearly unsafe.

The workers are not wearing any safety equipment (not even hardhats while working to demolish brick facades with crowbars). The sidewalk is not adequately protected, and there appears to be no adequate plan to prevent the collapse of walls or facing materials onto pedestrians and those exiting the subway. email := ************.net name := stephen ****** phone := ************ q := zip := 19103 Form Submission Date/Time: 5/6/2013 10:00:13 AM
